CAREER SUMMARY
Andrew Lillington is 37 years old and consultant traffic engineer and director of Lillington Consultancy Ltd. Andrew has thirteen years post graduate experience in transportation engineering and is a specialist in junction feasibility design and modelling often using TRANSYT14, TranEd2, LinSig3, ARCADY and PICADY. He has been retained as a sub-contracted freelance consultant for the last eight years with several major consultancies located in the South of England together with two local authorities as an auditor of TA’s.
Andrew has been involved with traffic modelling of several major schemes, which included both the traffic modelling as well as the layout design to provide greater accessibility by public transport, walking and cycling. Andrew has also had experience in several development feasibility studies, Transport Assessments (TAs) for a wide range of land uses, Travel Plans, highway access appraisals and also has developed computer software modelling tools and presented papers at national events.
RECENT WORK
BURO HAPPOLD (May 2009-July 2011) - Sub-Consultant Transportation Engineer: Provided a sub-consultancy service to include the following projects to date:
- Detailed LinSig3 modelling work for SCOOT region on A1010 High Rd, Tottenham. Also included separate TRANSYT/ TRANEd2 model.
- Detailed TRANSYT gyratory modelling in Slough including validation and calibration work
- LinSig3 modelling work for linked junctions on A338
- LinSig3 modelling work for junctions on B3073
ROYAL HASKONING (February 2010 - May 2011) : Transport Consultant : Provided technical assistance on transport related matters relating to the proposed Hinkley Point C power station. This has included:
- Input to Area Wide Transport Strategy
- Transport Assessment for Preliminary Works.
ENTRAN LTD (February 2009- March 2011) : Sub-Consultant Transportation Engineer Provided a sub-consultancy service:
- Linked LinSig 3 modelling for a proposed junction to serve a foodstore. Work included base model calibration.
- Calibrated and validated linked LinSig model for a junction on the A5 near Luton.
CORNWALL COUNTY COUNCIL (September 2008-September 2009) : Transport Consultant: Provided a technical consultancy role to Cornwall County Council (Development Control) to Audit Transport Assessment reports. This has included the following projects to date:
- Audit of TA’s for large mixed use sites in Newquay and Truro
- Audit of TS for primary school development, Hotel and a holiday park development
- Auditing of various developer submitted modelling work
- Junction feasibility design work on A30(T).
PLYMOUTH CITY COUNCIL (July 2005-August 2011) : Transport Consultant: Provided a technical consultancy role to Plymouth City Council (Development Control) to Audit Transport Assessment reports. This has included the following sample of projects:
- Audit of LinSig3 modelling work for proposed Energy from Waste Plant
- Audit of TA for Plymouth City Airport Development
- Audit of TA and junction modelling for mixed use development in Millbay + Plymstock.
- Audit of several signalised junction accesses using TRANSYT
- Audit of TA/junction modelling for city centre retail development, two residential developments in Devonport and a school development
- Audit of junction modelling for a park and ride site and a food retail store.

- TA for school redevelopment including traffic modelling
- LinSig 3 modelling at junctions on the M3 motorway.
DENIS WILSON PARTNERSHIP (January 2007-March 08) : Sub-consultant Transport Engineer: Provided a traffic signal design and modelling role. Work has included the following projects:
- Detailed TRANSYT modelling work in Coventry, Yeovil, Swindon and Exeter to include signalised roundabouts

- LinSig junction modelling in Trowbridge
I-TRANSPORT (September 2005- August 2011) : Sub-Consultant Transportation Engineer : Provided sub-consultancy service for transportation related matters at the Basingstoke office. This has included the following projects:
- Assistance with traffic modelling for several schemes including spreadsheet based assignment work with complex trip distribution exercise for food retail store.
- Production of TRANSYT models and layout designs, Curborough, Lichfield
- Detailed LinSig/TRANSYT modelling for sites in Mansfield, Bicester, Didcot, Shoreham, Southampton and Grays.
- Travel Plan for a Garden Centre redevelopment
- Highway access appraisals for two sites in the Isle of Man
- Technical input to TA for College redevelopment in Derby

- Preparation of TA for recycling facility in Londonderry, Northern Ireland
- Preparation of TA for waste recycling facility in Northampton

- Audit of traffic signal modelling for a development application to Slough BC

PFA CONSULTING (June 2003- July 2005) : Sub-Consultant Transportation Engineer : Provided a sub-consultancy service for transportation related matters. This included the following projects:
- Junction design and technical modelling for the Western Expension Area, Milton Keynes. Work included bus priority junction designs and public transport route corridor design
- Preparation of TA for large mixed use development in Wandsworth, London.
- Preparation of a detailed Transport Assessment for a Health Farm redevelopment in Berkshire;
- Technical traffic related input and junction design for Milton Keynes Stadium;
- Technical traffic related input and junction design for a proposed mixed-use development in Weston-super-Mare including junction modelling at M5 Junction 21.
MOUCHEL CONSULTING LTD (October 2002-June 2003) : Sub-Consultant Transportation Engineer : provided a sub-consultancy service for transportation related matters at the London Office. This included the following projects:
- Responsible for detailed traffic modelling using TRANSYT for the A49 corridor in Warrington, identification of proposed improvements including bus priority and pedestrian and cyclist measures, and design and testing of new design options.
- Responsible for detailed examination of options for redevelopment of Purley Cross Gyratory, Purley, together with construction of a TRANSYT model for the preferred option, and identification of geometry and facilities to improve accessibility by non-car modes of travel.
- M25 junction signal timing reviews including full assessment of Junction 2, 6, 8, 10 and M3 Junction 1. Modelling of junction using TRANSYT, interrogation of SCOOT database.
- An input to the DfT Traffic Advisory Leaflet on Signalled Roundabouts
PETER FINLAYSON ASSOCIATES LTD (September 1999-October 2002): Consultant Transportation Engineer Work included the following projects:
- Responsible for technical transport-related input to a range of high profile development proposals, including a proposed 2,650 unit mixed use development, a 1200 residential unit, and a 6,000 residential unit development in Swindon. Also undertook assistance with the preparation of a Transport Accessibility Model to compare three development sites for a Local Plan Inquiry.
- Technical input to a public transport interchange scheme design at Vauxhall Cross. Existing road layout revised to form simplified gyratory incorporating bus and cycle lanes and at-grade pedestrian crossings. Input to TRANSYT modelling of gyratory, including bus gate design.
- Preparation of technical transport related evidence for a planning inquiry into development of a 700,000 sq.m. multi-modal freight terminal at the former Alconbury Airfield near Huntingdon in Cambridgeshire
- Responsible for motorway junction modelling work on the M20 at Ashford using TRANSYT, including design and costing of geometric improvements and preparation of technical related evidence to support a planning application.
- Design of a computer based multi-modal modelling tool for Transport Assessments (TAMSET).
- Preparation of Transport Assessments for a wide range of projects, with a particular emphasis on the identification and design of sustainable transport infrastructure. Also several highways access appraisal reports for both residential and retail developments, Local Air Quality Assessment, car parking assessments and Travel Plans. TRANSYT design work for existing and proposed junction layouts to serve employment/residential development at several sites across the south of England.
OSCAR FABER GROUP (October 1998 – September 1999) : Graduate Consultant
- Motorway junction impact modelling work using TRANSYT at M5 Junction 21 to test the impact of committed development proposals.
- Responsible for preparation of several TIA’s for proposed educational and residential developments.
- Management of Origin-Destination surveys for a Multi-Modal Model for Bath.
- Project manager for a comprehensive set of traffic surveys in the town of Llanelli in South Wales. Surveys included traffic turning counts, parking accumulation and beat surveys and bus and rail boarding / alighting surveys and included staff management.
Undergraduate (Summer 1996 & Summer 1997) : Industrial Placements
- Preparation of SATURN model data, stated preference survey work, Roadside interview survey management, traffic surveys in Swindon, traffic survey management in Bath, Bridgend, Maesteg and Porthcawl.
